What the panel does

Water reticulation, geysers, fittings and the repairs that keep a scheme's water bill from becoming its biggest line item. The panel's plumbers are PIRB-registered and price from a site visit, because a leak quoted from a photograph is a leak quoted twice.

On a sectional title scheme the work splits between common property and sections, and the trustees need to know which is which before they approve anything. Arabella's quote says where the pipe runs and who is paying for it, so the resolution is a formality rather than an argument.

Bulk metering is the recurring instruction: a scheme that cannot reconcile its municipal account against what the units draw. The panel installs and reads the meters; the reconciliation is what the client actually bought.

Who commissions it

Managing agents and bodies corporate, mostly, with water loss and geyser failures at the top of the list. Estate managers for reticulation on common property. Commercial landlords for tenant fit-outs.

Registers that apply to plumbing

What to ask any contractor for before you award, on the panel or off it. Every one of these is checked before a panel contractor quotes.

PIRB registration

The Plumbing Industry Registration Board licenses the individual plumber; the certificate of compliance is issued against that registration.

SANS 10252 and 10254

Water supply installations and fixed water heating. The geyser installation that fails inspection is almost always a 10254 failure.

Municipal water by-laws

Joburg Water and the other metros require notification for connections and some alterations; the plumber, not the owner, is responsible for the paperwork.
