Client matching for contractors starts where a buyer's own process ran out. A public tender that closed with no award posted is a buyer who needed the work, went to market and may still have nobody. That is a client, and the notice names who to call.
Most contractors read the eTenders board for what is open. The better list is often what just closed. On 29 September 2026 our read of the portal found closed notices with no award published, five of them building and maintenance scopes on Gauteng ground. Those buyers are not bidding opportunities. They are phone calls.
Why is a closed tender a lead and not a loss?
A closed tender with no award is a lead because the need behind it has not gone away. The roof still leaks. The escalators still need servicing. The buyer spent weeks writing a scope, and if the round failed, it now has a problem and a deadline.
One caution before anyone picks up a phone. "No award published" can simply mean the award has not been posted yet. These are questions to ask the buyer, not proof that a round failed. The question to ask is neutral and has no wrong answer: you went out for this, did it get filled?
Five on Gauteng ground from late September
These closed between 21 and 25 September and were still listed as closed, with no award, on our read of the portal on 29 September. Each is a scope a trade contractor in Johannesburg, on the East Rand or in Tshwane could deliver.
| Closed | Buyer | Reference | Scope | Where |
|---|---|---|---|---|
| 25 Sep | Airports Company South Africa | RFQ 74847 | Escalator maintenance, 8 months | Ekurhuleni |
| 25 Sep | Department of Science, Technology and Innovation | RFP-05/09/2026-27 | Acoustic sound insulation for executive offices | Tshwane |
| 22 Sep | Airports Company South Africa | ORTIA8278/2026/RFP | Aircraft gate replacement at OR Tambo, 18 months | OR Tambo |
| 21 Sep | Ekurhuleni Housing Company | EHC/RENOVATION/2026 | Maintenance and renovations | Germiston |
| 21 Sep | National Home Builders Registration Council | NHBRC RFQ 04/07 | Fire protection servicing, inspection and repair, 36 months | Sunninghill |
The mix is the point. It runs from escalators and fire systems to building maintenance, aircraft gates and a specialist interior fit.
Two terms stand out. A 36-month fire protection contract and an 18-month gate replacement are not one-off quotes. If either round failed, the buyer is looking at a long relationship it has not yet filled.
What to say when you phone
Each of the five notices on the eTenders portal names a contact person for enquiries. Use it, and keep the call short.
- Quote the reference number and the closing date, so they know which scope you mean.
- Ask whether the scope was appointed. If it was, thank them and ask when it next comes up.
- If it was not, ask why. Too few bids, bids that failed compliance and bids over budget each call for a different answer from you.
- Ask whether it will be re-advertised or handled another way, and when.
- Send a one-page capability note the same day, with your cidb grading and current compliance documents attached.
You are not asking for a direct appointment. A public buyer follows its own procurement rules and you cannot talk your way around them. You are making sure that when the scope comes back, you are the bidder who already understands why it failed.
Our piece for clients on a failed tender describes the same event from the buyer's side. It is worth reading before the call, because it is what the person on the other end is thinking.
A re-advert, and what it signals
West Rand District Municipality re-advertised the refurbishment of the Executive Mayor's official residence at 31 Aloe Street, Greenhills, Randfontein (Phase 1). The request for quotations was advertised to close on 7 October 2026 at 11:00, on the municipality's own site rather than on eTenders. A re-advert is the same signal as a closed tender with no award, one step later, and the buyer behind it is the same phone call.
Some buyers answer a failed round by building a panel instead. If the buyer you phone says the scope is moving to one, what a panel asks for at registration is set out in our piece on contractor panel registration.
Where matching fits
The limit on all of this is time. A contracts manager phoning buyers is not on site, and the calls are the first thing dropped in a busy week.
Arabella Infrastructure Solutions is a Johannesburg-based building maintenance and construction company that verifies each contractor once and then keeps that verification current. It introduces clients to a contractor already verified for the trade and grade the job needs, and stays accountable for that introduction through the job. What joining involves is on the contractor page.
On Monday
Open the eTenders portal and look at the notices in your trades that closed in the last ten days. Pick the three on your own ground.
Phone each named contact before Wednesday and ask one question: did this get filled? Write the answers down. Two weeks of that list tells you more about local demand than a month of open tenders.
