A contractor matching service is what to use when a tender or a request for quotations closes and nobody you can appoint came back. Advertising the same scope again usually buys the same result six weeks later. An introduction to a firm already checked for that scope does not.
The public board in South Africa shows the pattern plainly, because public buyers advertise their rounds in the open, on the eTenders portal or on their own websites. On 24 September 2026 our read of that board found building work being re-advertised and maintenance jobs closing with no award posted. A private managing agent has the same problem with none of it on the record.
What the board showed on 24 September
We read the eTenders portal across open, awarded, cancelled and closed notices, so that a scope that failed once can be matched to the same scope open now.
One caution comes first. "No award published" can simply mean the award has not been posted yet. On 24 September the newest awards on the portal had been published on 21 September. A job that closed on the 22nd or 23rd may well be filled and not yet recorded. These are questions to ask the buyer, not proof of failure.
The building cases are specific:
- The National Lotteries Commission's request for quotations for general building routine, preventative and reactive maintenance for its offices, a three-month term, closed on 23 September with no award posted.
- Repairs to the South African Post Office's Durban Mail Centre roof closed on 22 September, also with none.
- Eskom's facilities management (technical services and maintenance) for the Upington zone of its Northern Cape operating unit, a three-year term, closed on 22 September, also with none.
We read the portal again on 25 September and none of the three had an award posted.
Then there are the scopes that have visibly been round before. West Rand District Municipality is re-advertising the refurbishment of the Executive Mayor's official residence in Greenhills, Randfontein, as a request for quotations closing 7 October. Airports Company South Africa's request for quotations for maintenance of the terminal directional signage replacement at King Phalo Airport, closing 12 October, carries "re-issue" in its reference.
Why does a tender come back with nobody appointed?
The board shows two reasons, and neither is fixed by running the same advert again. The window was too short, or the scope had failed before.
Short windows are the easiest to see. Johannesburg City Parks and Zoo advertised an ICT request for quotations for supply, installation, maintenance and repair across 26 sites on 23 September, closing on 30 September, with a compulsory briefing on the 28th. That is seven days from advert to close. A firm that was on another site that week could easily miss it.
Repeat scopes are the other signal. A re-advertisement, like the West Rand and King Phalo notices above, means the first round ended without an appointment.
What the board does not show is the third reason, which is often the real one. Bidders came, and none of them could be appointed on compliance or price. That only surfaces when somebody phones the buyer and asks.
What a private client should do instead of re-running it
A public buyer answers to procurement rules that shape what it does next. A body corporate, a managing agent or a facilities manager with eleven buildings is not, and copying the public cycle imports its failure without its reasons.
Start by finding out why the first round failed. Phone two of the firms that were invited and did not quote. The answer is usually one sentence: the scope was unclear, the site visit clashed, or the payment terms were unworkable. Fix that sentence before anything else.
Then decide whether the job needs a market at all. A roof repair or a defects list needs one competent, compliant firm that can start. Open the last request for quotations that came back with nothing usable. Write down, in one line, why each invited firm did not quote. If you do not know, phone two of them this morning.
If the reasons point to the scope or the timing, fix those and go again. Where they point to nobody suitable being on your list, a second advert will reach the same list, and the list is the thing to change.
