To join a contractor panel you answer an advert on the buyer's portal, the same way you answer a tender. The difference is that you are applying for a place on a list rather than pricing one job. The list runs three to five years, the work is called off "as and when", and nothing on it is promised.
What a panel is, against a bid
A bid ends with one appointment and one contract sum. A panel ends with a letter saying you are one of several firms the buyer may call, on the terms you fixed at application, for the period on the advert. Eskom's corrosion protection panel below runs five years. The NRF and Amatola Water panels run three.
That changes what the application is testing. A bid is mostly price. A panel is mostly eligibility, because the buyer is deciding who it will be allowed to call for years, and price comes later, per call-off or on a rate schedule. The grading gate is set at panel level, so a firm that misses it is out for the term, not for one job.
The other difference is the briefing. On the eTenders portal this morning, most of the built-environment tenders we read carry a briefing. A compulsory one missed is a bid disqualified before it is written, and for a panel that is the whole term lost in one missed morning.
Which contractor panels are open right now?
Six public buyers have built-environment panels or "as and when" frameworks open on the portal this morning, 29 September, with the briefing still ahead or none required. The portal cuts descriptions short, so open each advert before you decide.

The PRASA painting panel is the one on Gauteng ground, and it has no briefing to attend. The Eastern Cape generator framework has its compulsory briefing tomorrow morning, so decide on that one today.
Behind those, the published procurement plans show PRASA planning two contractor panels, one for lifts and escalators and one for air conditioning. Mbombela plans a road resealing and maintenance panel. Madibeng and Metsimaholo carry panel notices on their own websites, for roads and stormwater and for road patching, with no closing dates shown.
Read the advert for the gate, not the name
Four of the six have a compulsory briefing. Public Works' town planning panel (H26/0013AI) is open until 20 October, but its first compulsory briefing was yesterday. The advert points to further sessions in its special conditions, so read those before you write it off.
So the first read of any panel advert is three lines: the grading gate, the briefing date and whether it is compulsory, and the term. If the briefing is past, stop. Where the gate is above your grade, the panel is a target for the next registration, not this one. What a grade like 6CE means is set out separately.

What the pack and the rate schedule ask of you
Most public-sector panel adverts in South Africa ask for the same core documents as a tender. Expect your Central Supplier Database registration, a SARS tax compliance status PIN, your cidb registration where the work is construction, and a B-BBEE certificate or sworn affidavit. Where your people will be on site, a COIDA letter of good standing usually belongs in the pack too. The standard bidding forms carry the declarations of interest and past supply-chain conduct.
The rate schedule is where a panel differs most from a bid. You are pricing units, not a job: a rate per square metre of road marking, per transformer tested, per call-out. Those rates bind for the term unless the advert allows escalation, so read the escalation clause before you fill in the first line.
A panel place also pays nothing on its own. Buyers call work off the list by rotation, by quotation among panel members, or a mix of both, and the advert should say which. On a quotation panel you still have to win each call-off on price.
